Down on the sweltering world of Venus lives a race of Venusians, who have somehow managed to find a way to survive on this hellish planet. They inhabit caves in the mountains of Venus, where they grow gardens of unknown plant matter that they've engineered to grow on Venus. They were secluded from the rest of the solar system until one day some strange balloons started to cover the yellow sky.

Leaflet Sunshire aerostats began to take over the sky. Over time, Leaflet Sunshire started to manipulate the atmosphere of Venus, cooling the planet and causing problems for the Venusians on the surface, who aren't used to said temperatures.

Konstantin Abakumov, who was trying to help the Rasacáz reclaim their home (Mars) via terraforming, noticed what Leaflet Sunshire was doing to Venus and the indigenous people of the planet, and alerted the Astra Federation Convention, an organization that deals with the morals of space exploration and laws. What Leaflet Sunshire had done was invade a planet that was not theirs, on top of endangering the Venusian who had already called Venus their home.

One day, one of the aerostats fell out of the sky and crashed into the Venusian surface, resulting in the deaths of numerous individuals on both sides of the spectrum, with families of Leaflet Sunshire and the indigenous Venusians losing lives. Astra Federation Convention steps in to prevent any more lives being lost, as well as relocating Leaflet Sunshire to protect the Venusians from any more changes to the atmosphere of Venus.
